Somebody probably wrote that line for him. My money's on Sarah!
This might be a startling sign of a hitherto unknown sense of humour, buried deep within the grim shambling hulk that is Gordon Brown.
Or it might mean he thinks that Mandelson is now the President of the United States, in addition to all his other important jobs...

I think it is a figure of speech isn't it. What he means is "what you say Jack Straw said is not relevant to this subject".
