Labour MP Ian Gibson is rightly up in arms about it, but doesn’t seem to understand that the government he supports (albeit increasingly rarely) has introduced this outrageous measure. Imagine the outcry if Michael Howard had suggested such a thing when he was Home Secretary. A crime is a crime is a crime. Car crime is just as serious as domestic theft. The message this sends out is that the Police and the government see car crime as a second rate crime. It isn’t. To those affected by it, it is very serious indeed.

Some explanation would be useful.
The police are legally obliged to investigate reports that a criminal offence has been committed. That's what they are for. Their precept is included in the total amount charged as council tax. What authority have they to make a further charge?
This will be some local police tosser going too far and quoting some fictional edict. You'll always get that kind of person.
When I reported my car broken into and seriously vandalised, I was twice recontacted by the police, firstly to establish the full particulars, and secondly to obtain another detail previously overlooked to complete the crime report. - SORTED!
One does feel sorry for the police these days, having to investigate so many serious allegations (the're always serious when someone feels slighted or wishes to make political capital or wants to exact revenge) of 'Thought Crime' committed exclusively by English people, and criminal assault on the children of lying proles by teachers.
Crikey! How much does it cost if you want something really serious investigated, like a murder? I don't think I could afford it, especially it involved DNA or fingerprint evidence.

Imagine the outcry if a Tory government proposed any of the authoratarian and Thatcherite policies this government already has done. This country is so full of Poll taxes, (in the sense of charges that are in no way related to peoples ability to pay )its rapidy becoming more expensive to live here then anywhere in whole world.
Thatchers poll tax was designed to make Local government more accountable to its electorate, and bring down the costs of local government. So to help bring down or controll taxes in general.
However things like this are just money raising charges. While indirect and direct taxes for the poorest people just become forever higher. This at a time when we are being constantly told by the government via its propagander mouthpiece the BBC, that the econemy is doing just fine. If the government is skint when times are good then god help us when things get bad. Which they are deffinately about to do.
The problem with "tax and spend" is that it is an economic measure designed only to be used when there is a recession, and then put away again ASAP. But this lot have been doing it big time when the econemy is booming even bigger time, for 10 whole years. the government can do nothing when things get bad to boost the econemy except raise taxes to and far beyond Swedish levels. If you add the amount that Gordon brown is borrowing in our childrens names to the figures, it is possible for taxes to exceed 100%.
Are you sure Iain, David Cameron wants the job anymore. This place is rapidly racing over Niagra Falls on a dustbin lid.
Maybe this is part of Gordon Browns new immigration policy. Because very soon not even the Poles will want to live or work here.
If anyone still has a hand cart, may I suggest they look after it very well in the future.

Its true, and a £50 fine for smoking and only a warning for shop theft.
Its just not on.
I think the "reasoning" behind this is that Norfolk Police have signed some sort of deal for the recovery of stolen vehicles, which the person must pay (this has happened before) before they can have their car back. I would hazard a guess that this has been questioned and this is their way of recovering the money.
I live in Norfolk, near the border with Suffolk. When we go shopping in Bury St Edmunds (small town in Suffolk) there is very often a cop or two patrolling in the Town Centre.
In Norwich, I've only ever seen a copper once, a chap was stabbed in HMV and the day after there were about a dozen cops on patrol (real ones not PSCOs). Apart from that I've never seen a Policeman patrolling.
So this doesn't surprise me in the slightest.
Isn't this "failure to properly investigate a criminal offence" and thus "neglect of duty" - both disciplinary offences? (Or they were back in the day .........)
Official complaints should be made against the Chief Constable of Norfolk on exactly those grounds.
What do they mean they "will not investigate" - it's not down to the Police to say what they will or will not investigate, that is what they are paid to do, that is what's called "the law".
Demanding a fee be paid to a private company or else? Doesn't that sound a bit threatening? Mind, there is the "otherwise it will be left for them to sort themselves" rider. Does that mean the public in Norfolk have carte blanche to go out and deal with offenders - no questions asked, so if said offender was to get a severe drubbing to teach him the error of his ways, the Police won't deal with that either?
I thought the "Police Service" was supposed to be "free at the point of delivery"?
The only way the £100 charge could be considered valid would be if car theft were to be decriminalized. Until then it is theft which the last time I looked is still a crime which the police have already been paid to prevent.
The chap who had his motorcycle stolen should demand a refund or a discount on his council tax!

Iain, I can't see what the fuss is about. £ 100 is a perfectly sensible sum.
You say this isn't a 'second-class' crime. Ridiculous. Are you suggesting that having a car broken into is as serious as :-

Grow up - the police have better things to do than indulge petrol headed men who couldn't be arsed to fit proper anti-theft devices and crime prevention to their cars.
Anonymous, what if the car thief isn't hunted down and caught but does this often enough to run someone over in the uninsured car? If you would end up in a wheelchair because of a car thief, I think you would readily compare their crime to robbery and serious assault, no?
Besides that, you cannot totally secure a car against theft.
I thought the only crime comparable with rape and murder was racial abuse!

By the way, in South Africa being Chairman and CEO of a public limited company is generally considered to be a "bad thing".
The thinking is that the CEO is responsible for day to day operations of the company. The Board, and hence the Chairman, is responsible for oversight of those operations on behalf of the shareholders, making sure the operators obey the law etc.
