The only two people sacked from the Shadow Cabinet are Oliver Heald and Hugo Swire. Swire is a great friend of Cameron's. Last summer they holidayed together, so it must have taken some giant cojones to axe one of your best friends. The thing is, the only thing Hugo Swire got wrong was the museum charges announcement. It was hardly on the level of the grammar schools debacle, yet David Willetts survived.
Oliver Heald is a really nice guy and did nothing wrong, but didn't grab the headlines. His policy work was of the highest calibre but I suspect the addition of the Home Office issues to the portfolio meant that Cameron felt he needed someone there with a wider background. I have to admit I thought that Dominic Grieve would get this post. Much as I am delighted for Nick Herbert I fail to understand why Dominic still languishes outside the Shadow Cabinet.
Guido has been having some fun today asking whether Melissa Kite or I got the most Shadow cabinet guesses right. I'll leave you to work it out for yourselves. I do not want another war.

Poll Puts Labour Three Points Ahead
A new Populus Poll is out tonight for The Times. It shows Gordon Brown has given Labour a four point bounce with Labour up to 37%, with the Tories down two on 34% and the LibDems up 1% on 18%.
Brown was reckoned to be a strong leader by 77% (up 14 points) and 57% saying that he has what it takes to be PM (up 16 points)
In contrast, 43% saw David Cameron as strong (up six points), while 37% said he had what it takes to make a good Prime Minister (up four points). Thirty one per cent said they would prefer Mr Cameron to Mr Brown as Prime Minister with 52% disagreeing.
Note: David Boothroyd rightly points out it is three point lead and a four point bounce. I stand corrected!

The New Shadow Cabinet - List & Analysis
Here's the new Shadow Cabinet. The formal announcement has just been sent out in a press release from CCHQ. Check back over the next hour or two as I expand this post with some analysis...
Chancellor: George Osborne
No one ever seriously thought he would be moved. His appointment as General Election coordinator is welcome. He understands campaigning, especially on the internet. Expect some eye-catching initiatives in web campaigning.
Home Secretary: David Davis
The only one at the top not to be given extra responsibilities. Indeed, it is not clear whether Dame Pauline Neville Jones will report to DD or to DC on security matters.
Foreign Secretary: William Hague
Made it clear he did not wish to be moved, but has agreed to take on extra responsibilities. Gets a highly competent number two in David Lidington - his former PPS. Hague will be happy, and that's very important.
Schools: Michael Gove
Possibly the best appointment of the whole reshuffle (especially since I predicted it!). If I were his opposite number Ed Balls I'd not be sleeping too well tonight.
Skills & Universities: David Willetts
David Willetts will be relieved not to have been culled. He won't be pleased to have lost schools from his portfolio, but there is a huge job to do to develop an exciting vocational training policy and Willetts may be just the man to do it.
Health: Andrew Lansley
David Cameron has a high regard for Andrew Lansley. He is very experienced in the post. Some of us had wondered whether he might be due for a move as he's been there a long time and Cameron might have wanted a more aggressive spokesman to counter the PR skills of Alan Johnson.
Transport: Theresa Villiers
Villiers moves from the relatively anonymous position of Shadow to Chief Secretary to a real frontline role. She also has an opportunity to shine against the hapless Ruth Kelly. Villiers has a sharp wit and is much edgier than she is given credit for. The transport sector should not underestimate her.
Trade & Industry: Alan Duncan
I'm disappointed he wasn't given Environment, which is sorely in need of an effective media performer.
Local Government: Eric Pickles
Excellent appointment. Eric has the total confidence of the Party and has proved himself over the years to everyone. He was the main architect of the May election victories and this promotion is a recognition of that.

I think she needs to develop a sparkier TV presence and we know nothing of her organisational skills. She must concentrate on the political and media role and appoint a seasoned deputy to take on the party organisation part of the job.
Chief Whip: Patrick McLoughlin
His position was never in doubt.
Environment: Peter Ainsworth
This is a difficult one. Peter hasn't done anything wrong, but he just hasn't hit the headlines on a subject which is at the forefront of Conservative policy. That's why I thought Alan Duncan would have been a good appointment for this job.
Justice: Nick Herbert
He's a big mate of mine so forgive me being especially pleased for him. Nick has proved himself in his previous job as Shadow Minister for Police Reform. He's an original thinker and will relish the task of getting stuck into the constitutional affairs work which Gordon Brown's statement tomorrow will provide.
Work & Pensions: Chris Grayling
At first sight this is an odd move for one of the Party's best headline grabbers - but on reflection that's why he's been moved here. Philip Hammond was excellent at the policy development side and Cameron is known to think highly of him. But rather like Peter Ainsworth, Philip didn't get a huge amount of media coverage . It will be highly entertaining to watch Grayling grapple with Hain.

The only bad thing about this promotion is that the Disabled have lost a very powerful advocate. Jeremy is a first class performer and could well be a big star of the future. He's the antithesis of a tribal party politician.
Northern Ireland: Owen Paterson
I suppose this appointment comes under the category 'sop to the Cornerstone Group'. Owen is a tenacious hard worker - his work on fisheries was outstanding - but I think even his best friend would have been surprised at this promotion.
Leader of the Lords: Lord Strathclyde
He's an effective performer and liked by everyone.
International Development: Andrew Mitchell
Was a contender for the chairmanship but that would have been a controversial appointment. He is enjoying his current job, and on the eve of his trip to Rwanda it would have been strange to move him. I expect him to get an extra junior team member tomorrow to mirror the DFID setup.
Defence: Liam Fox
Having been offended by stories saying he faced the chop he buckled down and has proved himself to Cameron. Liam has had a difficult year snce the leadership election but I think he is now finding his feet again.
Chief Secretary to the Treasury: Philip Hammond
Philipm Hammond can be a tough negotiator and is ideally suited to this role. He didn't carve out a media niche in his previous job and won't need to here. His role will be to say no.
Wales: Cheryl Gillan and Scotland: David Mundell
Cheryl Gillan has done a good job in Wales, while David Mundell may have retained his position partly because there is no alternative.
Policy: Oliver Letwin
He now has three people watching his every move. Some argued he should have been taken out of the front line, but that would have been too embarrassing for everyone. Hague, George Bridges and Francis Maude will all have roles in policy development and implementation.
Community Cohesion: Sayeeda Warsi
Some will see this as the most controversial and risky appointment of the reshuffle. Sayeeda is prone to speak her mind and will need to learn the constraints of collective responsibility, but she knows that. On the two occasions I have seen her on Question Time she has been absolutely superb. I know David Cameron's email inbox is filled with people waxing lyrical about her whenever she appears. No doubt her appointment will be viewed with some ambivalence by the more traditional elements, but she's not there just because she's an Asian woman - she's there because she has talent. It's up to her now to show everyone what she can do.
Security: Dame Pauline Neville Jones
On the face of it this is a seriously good appointment, but I am nervous about how she will fit in with the Home Affairs brief, or whether she will want to be independent of it.

I am assuming that Grant will be giving up his campaigning brief to take on this most important of portfolios. This is a good thing. He risked being pigeonholed as a campaigning expert. However, I hope he retains the portfolio until the current by elections are out of the way.

Reshuffle Latest: Hague to Take on More Responsibilities
One of the more curious aspects of the Tory reshuffle (and there are several) was David Lidington's move from being in the Shadow Cabinet covering Northern Ireland to moving to becoming William Hague's Number Two outside the Shadow Cabinet, but with attendance rights.
I understand that William Hague will be taking on more responsibilities outside his Foreign Affairs brief, so needs a fully fledged deputy. Lidington was, of course, Hague's PPS when he was leader, so knows him well.
Quite what these new responsibilities entail for Hague I am still trying to find out, but maybe he will be doing more Party work (especially in the north) alongside Caroline Spelman.

Sky News is reporting that the Tory reshuffle is underway. As I have got the day off today I shall indulge myself (and my readers, hopefully!) by live-blogging it. So if you have any tipoffs you'd like to pass my way email me iain AT iaindale Dot com, or leave them in the comments.

The Conservative Leader, David Cameron, has announced a number of changes to his shadow cabinet, promoting women, bringing forward younger MP's and boosting the party's credibility on handling terrorism. Pauline Neville Jones, a career diplomat and former head of the Joint Intelligence committee, will become shadow secretary of state for security. Sayeeda Warsi, a british born muslim of Pakistani origin joins the top team in charge of community cohesion. It's believed that she is the first muslim to join the cabinet of any party. Both women will be elevated to the House of Lords as working peers. The Party Chairman, Francis Maude, has been demoted - and replaced by Caroline Spelman. David Willets, largely blamed for the row over grammar schools, has also been demoted - though he will remain in charge of higher education and skills. Michael Gove, a former Times Journalist long seen as a rising conservative star, will be in charge of children and schools. Jeremy Hunt joins the shadow cabinet in charge of culture. Ming Campbell: Leading LibDem Blogger Says 'Time for Ming to Go'
Nich Starling, who writes the Norfolk Blogger blog - the nearest thing you'll get to a LibDem version of this blog - has just posted a revealing post on Ming Campbell's future. Nich reckons he doesn't have one. Why is this important? Because Nich is very close to Norman Lamb, Ming's Health Spokesman (and the man who trounced me in North Norfolk). For all I know, Norman Lamb's views are very different, but I suspect not. Here are the highlights, but you can read the whole blogpost HERE...
Brave words. It will be interesting to see how other LibDem blogs react to this, although if form is anything to go by they will ignore it.
We were told when Ming was standing to be party leader that Ming's greatest assets were his experience and his judgment. I now believe that these were lies. Ming has, for me, shown since his election that he lacks these.The party has drifted in a gentle downward direction in terms of councillors and MSP's. Party membership has not picked up and the press have got it in for Ming. Ah, the press. Is that any reason to doubt him ? Well yes, in my opinion it is. Not because everything the press says is correct, far from it. However, Ming does seem slow to react, he does not have his finger on the pulse of the next generation of voters and he lacks the human touch that Charles Kennedy and Paddy had before him...
...So where is the leadership ? Where is the consistency ? If I can't see it and I am a party member, an activist, a former councillor, a former constituency party vice-Chairman, why should I think for one moment that any member of the electorate should see him as being consistent and meaning what he says ? The fact that the other Lib Dem bloggers seem to be closing their eyes to this whilst the our opinion poll rating goes down the toilet (12% in one poll this week) should be deeply worrying... He does not seem to know how ridiculous his flip flopping makes him seem with the electorate and how how Labour and Gordon Brown are using him and the Lib Dems. No wonder Labour are up in the polls. People think you can vote Labour and get the bits of the Lib Dems they like thrown in for free!
So I admit it, I made a mistake in voting for Ming Campbell. The biggest mistake I could make now is keeping quiet whilst the party carries on in this awful slide to oblivion. Something must be done now. Some in the party no doubt believe success in the Ealing Southall by-election might give us a bounce. Certainly the Lib Dems are the clear challengers to Labour, but would a win just be papering over the cracks. It's time for people to stand up and be counted. We read about senior Lib Dem MP's and Peers being angry with Ming, yet all we get is rumour. We need someone to put their head above the parapet and be counted. I'm sure I will get plenty of flak for writing this, being disloyal is not in my nature. However, sometimes, you know you are just saying what others are muttering.
For all our sakes, it is time for Ming to go !
Brave words. It will be interesting to see how other LibDem blogs react to this, although if form is anything to go by they will ignore it.
In Praise of Jacqui Smith
I want to congratulate Jacqui Smith for her Statement in the Commons just now. Indeed, the way she has conducted herself since her appointment as Home Secretary on Thursday has been hugely impressive. It can't have been easy to be thrown in at the deep end like this, but her public statements have displayed a calmness under fire which she ought to be proud of. They have been a welcome contrast to the macho posturing of her predecessor.

Obviously you cannot judge the performance of someone purely on the number of press mentions they get, but it is an increasingly big part of any politician's job.
This month we have included the three senior LibDems. It's interesting to note that Ming Campbell get a third of the coverage of David Cameron, with similar figures for Nick Clegg compared to David Davis. Vince Cable had a pathetic 17 mentions in the media in June.

Yasmin Alibhai-Brown: Muslims Should Stand Up And Be Counted
There's a quite brilliant ARTICLE by Yasmin Alibhai-Brown in The Independent today, the thrust of which I think every Conservative would agree with. She argues that it is time for sane, orinary Muslims to stand up and be counted. She reckons the Muslim Council of Britain is a busted flush and denounces them as 'apologists'. As they wake up to news of the foiled car-bomb attack on Glasgow Airport, I know what millions of my compatriots - atheists, Hindus, Sikhs, Jews and Christians - will be saying, their easy Sunday ruined by yet another alleged Islamicist plot: "What's wrong with these crazed Muslims?" "Why the hell are they here if they hate it so much?" "When will we be rid of the lot of them?" "What do they want?" "Other minorities also have a hard time, they don't blow up nightclubs and airports". What these aggrieved Britons don't realise is that exactly the same conversations are taking place in most Muslim households too, with many more expletives flying. Sane, ordinary British Muslims are even less forgiving of such nihilists, whose barbarism undermines our fundamental right to belong to this country as absolute equals. These are hobby terrorists with screwdrivers and screwed heads; they appropriate legitimate concerns, turn them into excuses on their own violent reality shows, sure to be broadcast again and again on screens around the world. With no politics, no aim, no dreams, no noble imperative, for these Islamicists and their ideological masters, the means is the end. They are at once satanic abusers of our faith and social misfits unloved by all except their own reject band of brothers. Ex-militant Ed Hussain and Hassan Butt have written denunciations of fellow jihadis. The hardline Hizb-ut Tahrir asks Muslims not to "fuel dangerous political agendas". These organisations have been humbled and discredited......I am not naive. Islamicists are cunning and well-connected. Their backers pretend to believe in liberal democracy while plotting its demise. But there are now passionate Muslim democrats standing up to be counted....
...With friends like these, Britain can beat its enemies within. Have faith; a time will come when jihadis will terrorise our lives no more.

Brown Slashes English Hospital Building...But Not Scottish Ones

What an astonshing tale...
Gordon Brown quietly slashed by a third this year’s hospital building and equipment budget in one of his last acts as chancellor. Prompted by the tightness of the public finances, the new prime minister, who has placed the NHS as his “immediate priority”, cut the capital budget of the English NHS for 2007-08 from £6.2bn to £4.2bn. The move could delay the government’s hospital building and reconfiguration programme in England. However, Mr Brown avoided equivalent cuts to the Scottish and Welsh NHS budgets even though the funding formula for the UK nations suggests they should have shared the pain. That decision leaves him open to criticism that he favoured patients in his home country.
The Treasury Friday night confirmed the NHS capital budget had been “adjusted”. But it indicated that, although it was not yet published, it would allocate the missing £2bn to spend to English hospitals over three years from 2008-09. No published health spending plans exist for these years yet, so hospitals will not be able to verify that the money is additional.

Why Francis Maude Should Stay As Chairman
You could almost hear the gnashing of teeth as Tim Montgomerie wrote THIS article on Conservative Home this morning. Having called for Francis to be sacked several months ago, Tim's readers have voted for him to stay in his job. They are right.Francis Maude has made mistakes as chairman - which chairman hasn't? But he has implemented party reforms which are so important and vital for the future, and he must be allowed to see them through. He has surrounded himself with pragmatic right wingers like Eric Pickles and Angela Browning who are helping rebuild CCHQ and the party into a lean dynamic campaigning organisation. They are not some freaky modernising clique but serious Tories who want to win and are hungry for power. A lot of the plans are about shifting resources to the front line. Only last month Maude quietly abolished the chairman's car/driver to fund two regional press officers. He has created the Northern board - (his idea) which is driving through groupings and fundraising in a way they never have before(I'm told the Yorkshire region is at 200 per cent of its budget target already) and, more importantly campaigning. A lot of the benefits won't be seen for a while as this is all about the Party essentially starting from scratch and running a 5 year plan to actually win a seat in places like Liverpool and Newcastle.
Maude had reinvigorated Conservatives Abroad, instituted proper financial systems at CCHQ m(much needed and overdue), created a proper personnel management system (unbelievably there hadn't been one before) and trained and employed 75 new agents. He's acted as a lightning rod for David Cameron and taken a lot of falk from the party's grassroots.
But more important than all of that he presided over one of the party's biggest electoral triumphs on May when the party not only made 900 gains in English local councils, it made a lot of headway in Wales. Maude must get at least part of the credit for this.
And my final point is this. Would Chris Grayling, Caroline Spelman or Andrew Mitchell do a better job? I think not. Maude needs another year to get the partry ready to fight an election. He must be given it. After that year a new chairman should be appointed who will have a higher media profile and take the Tory case to the country.

One appointment in Gordon Brown's reshuffle which went unnoticed was the reappointment of Labour's Pairing Whip, Tommy McAvoy. He has held this post since May 1997 - a record. A no nonsense Glaswegian, McAvoy has made the Blair-Brown transition with little difficulty. EXCLUSIVE: Tories Accuse LibDems of By Election Dirty Tricks
It's long been a mystery how the LibDem's are capable of moving into a by-election area where they've previously had little or no support and suddenly the place is completely plastered with posters. Tonight a row has broken out between the Conservatives and the the LibDems after the Tories accused the yellow peril of dirty tricks.
The Conservatives alleged that the LibDems have been illegally paying residents, through a corrupt prize draw system, to display their posters. The LibDems are accused or organising a £50 draw for a poster seen in a window and £250 when that poster is on a stake outside a home. Apparently in the first week of a by-election campaign their payouts are deliberately very generous with numerous winners. Word then spreads and everyone wants a LibDem poster up in the hope of cashing in. The only problem is that the practice is explicitly illegal.
Tory Vice Chairman in charge of campaigning Grant Shapps MP wrote last week to Lord Rennard, the LibDem by-election guru to ask him whether he had any knowledge of the practice.
Lord Rennard has since emailed back what looks like a carefully worded denial.
Shapps has now written to the Electoral Commission asking them to confirm that the practice is illegal and what sanctions would be appropriate if evidence and a witness was brought forward.
Grant Shapps told me this evening: 'Democracy thrives when there's a good clean battle between the parties during by-elections, but there's simply no excuse for breaking the law. Everyone has to play by the same rules and these allegation that one Party may have been using dirty tricks for years to get their posters displayed will definitely disappoint and shock the vast majority of voters who expect better.'
I have to say I have never heard of this particular practice. There must be some rather compelling evidence for Grant Shapps to make this direct accusation.
It is also very strange that neither the LibDems nor Labour has selected their candidates for the by-election yet. From the way they have hit the ground running in Ealing Southall it's fair to say that the Tories look like they mean business. Melissa Kite's article in the Sunday Telegraph shows what the consequences may be for Ming if the LibDems come third.

I am sure that you will be as concerned as I was to hear about a practice
whereby residents are offered cash incentives, via means of a prize draw, to
display political posters during by-elections. This practice is of course illegal and the section of the relevant election offence reads as follows:
It is an illegal practice knowingly to make any payment, or contract for a payment to be made to an elector or a proxy for an elector on account of the exhibition of, or the use of any house, land, building or premises for the exhibition of, any address, bill, or notice for the purpose of promoting or procuring the election of a candidate at an election, unless it is the ordinary business of the elector or proxy as an advertising agent to exhibit for payment bills and advertisements and the payment or contract is made in the ordinary course of that business. The offence extends to payments or contracts before during or after an election. A person receiving a payment or being a party to such a contract, if he knew it to be in contravention of the statute, is also guilty of an illegal practice.
I intend to alert the relevant authorities to this practice and with the above in mind I would be grateful if you could confirm whether the Liberal Democrats have ever knowingly used such incentives during by-elections in either this or the previous
Parliament. I await your response.

Sir Menzies Campbell is facing a leadership challenge within weeks of taking his
party to a record low in the polls and entering into talks with Gordon Brown. A
group of Liberal Democrat MPs and peers have resolved to call for Sir Menzies to
stand down this month if the party finishes in third place in two forthcoming
by-elections, The Sunday Telegraph can reveal. Sir Menzies has been struggling to maintain his authority for months amid rising unhappiness over his poor public performances and lack of impact in the opinion polls. Tensions in the party boiled over at a private meeting of the party at Westminster last week at which one senior Lib Dem peer openly called him a "liar" for failing to inform the party of his talks with Mr Brown. "There is now outright rebellion," one senior Lib Dem said. "We are absolutely livid." Sir Menzies faced an explosion of criticism from within his party for holding secret talks with Mr Brown, a long-standing friend and -neighbour in Scotland, about possible cabinet roles for a number of senior colleagues, including the former party leader Lord Ashdown. Senior MPs and peers have expressed their unhappiness to Sir Menzies in person. Those voicing dismay at the negotiations with Mr Brown include Vince Cable, the Treasury spokesman, and Lord McNally, the
constitutional affairs spokesman. "If we come third he will have to go. We are hoping he will go off on his summer holidays with a pearl handled revolver in his suitcase," said one senior Lib Dem parliamentarian.

Gillingham Tories Select Labour Defector
Rehman Chishti has this afternoon been selected a Tory PPC for the highly marginal seat of Gillingham. At the last election he was Labour candidate against Francis Maude in Horsham. He beat off a very strong shortlist, which included James Brokenshire MP and ex MP Tim Collins, so to anyone alleging a fix, think again. No doubt some people will be up in arms that someone who has been in the party should get a plum seat like this, but they should get over it. He was selected fair and square and everyone should now back him and do whatever they can to ensure he becomes an MP and helps David Cameron win a majority.

The Unreal Cherie Blair
On Wednesday, BBC1 is showing an hour long "documentary" on the Real Cherie Blair. I had thought this might be a dispassionate analysis of the former Prime Minister's wife's role over the last ten years, but having read Fiona Bruce's gushing article in the Sunday Times today I don't think I will bother. Or if I do, I will have a sickbag beside me. If you read the article it's quite clear that Fiona Bruce wants to be Cherie's best friend and has contracted Stockholm syndrome. That is not the role of a documentary maker. Maybe I shouldn;t rush to judgement without having seen the film, but I really do question whether this is what I want my license fee payer's money to be spent on.
An Apology for the Floods
Having read THIS article in the Sunday Telegraph I would like to issue a personal apology to the people of Sheffield for my "decadence". The piece says that the Bishop of Carlisle believes that pro-gay legislation has provoked God to send storms to the North and flood people out of their homes. No, seriously. The Bishop of Liverpool agrees. "If we live in a profligate way then there are going to be consequences. God is exposing us to the truth of what we have done".

Tory Reshuffle News from the Sundays
News of the World: Headline 'Tories Shuffle Fiasco'.Reshuffle to be postponed as no one wants to be Party Chairman. Hague and Fox have both turned it down.
Sunday Times: Hague has told Cameron he does not want to be Party Chairman. Fox will remain in post because firing him would cause too much trouble.
Sunday Telegraph: Cameron backs away from radical reshuffle. Willetts and May to be moved. Grayling and Mitchell in line for chairmanship.
Observer: Cameron faces split within Tory ranks. Maude and Willetts on the skids. Gove and Vaizey to enter Shadow Cabinet.
Mail on Sunday: Maude to be sacked and replaced by Caolrine Spelman. Swire to go too. Osborne to given sweeping new powers.
I wouldn't be at all surprised if in the light of the terror attacks David Cameron didn't postpone his rehuffle until the end of this week or even next week.

Britain Should Invade Says Zimbabwe Cleric
The Sunday Times reports that the Archbishop of Bulawayo wants Britain to invade Zimbabwe to rescue it from its misery. The fact of the matter is that our armed forces are already in a state of 'overstretch'and it would be impossible for us to do even if we wanted to. But Zimbabwe is close to becoming a failed state. The UN has sat on its hands and done nothing. I've said this before and I will say it again. It is up to African nations to take action and South Africa should be taking the lead.
June Traffic Figures
This week has been a record week with more than 70,000 unique visitors, and the highest ever daily total of 14,727 on Thursday, beating the previous best of 12,298 the day after the local elections. June saw a record 396, 910 pageloads (388,935 in May) but a very slight decline in unique visitors of 222,474 compared to May's total of 231,901. The equivalent figure 12 months ago was 97,969. According to Google Analytics I now have 44,951 absolutely unique visitors, which means 44,951 different individuals read the blog at some stage during June.
